The Prime Minister is thinking about cutting stamp duty this week in a bid to drive economic growth, according to The Times. Stamp duty is a tax you pay when you buy a property, worked out on the value of a home. You pay in slabs, so 2% on the home value between £150,000 and £250,000 and 5% on the proportion between £250,000 and £925,00, and so on. The highest bracket is 12% for any value over £1.5m. There’s no word yet on what any changes will look like, but it’s thought the aim is to stimulate growth in the UK economy by getting more people moving in the housing market.

The reduction in stamp duty over the pandemic years of 2020 and 2021 certainly boosted market activity over and above the impact of the pandemic. Any new changes to stamp duty will need to be pretty major to offset the impact of rising mortgage rates. If it goes far enough, it could enable more people to buy their next home and boost activity across the housing market. But it’s vital that the changes make a significant difference for buyers in pricier markets, who account for the vast majority of stamp duty payments. to offset the impact of mortgage rates. Rates will more than double this year and impact market activity in London and the South East. "Stamp duty is a tax on home buying in southern England and limits buyers at the upper end of the market from moving or getting on the property ladder. "Two thirds of stamp duty comes from buyers in London and the South East where house prices are higher and the stamp duty rates on homes priced £500,000+ really add to the cost of moving. "To have an impact on the activity levels, stamp duty cuts will need to be targeted at homes priced at £500,000 and above, which currently account for 76% of stamp duty receipts – but only 14% of sales – and the vast majority of which are from London and the South East."
How will a cut to stamp duty help first time buyers?
The Times has reported that the Prime Minister hopes to help more first-time buyers get on the property ladder. But first time buyers don’t currently have to pay stamp duty on the first £300,000 of a home purchase, as long as the total price doesn’t exceed £500,000. So while changes might not do much for the majority of first time buyers in the UK, it could help more first time buyers in London and the South East get on the ladder.
